The Kona Low Business Recovery (KLBR) Grant Program is a partnership between the State of Hawaii Department of Business, Economic Development & Tourism (DBEDT) and the Chamber of Commerce Hawaii (COCH).
Through this partnership, COCH will distribute $3.35 million in grant funding made available by the State of Hawaiʻi to support eligible non-agricultural small businesses on Oahu that have been impacted by the Kona Low storms in March 2026.
Eligible businesses may receive grants of $5,000 or $10,000. Applications will be reviewed and approved on a first-come, first-served basis, with grants awarded in the order applications are received and approved until all available funds have been exhausted.

- Who can qualify?
- Non-agricultural, for profit, small businesses impacted by the Kona Low Storms from March 10-23, 2026
- Small businesses with less than 500 employees
- At least one owner is a Hawaii resident and the applicant was physically operating on Oahu prior to March 10, 2026
- The applicant must be current in state and federal taxes
- The applicant was registered with DCCA and operating on Oahu prior to March 10
- The applicant sustained material economic or physical harm directly caused by the Kona Low storm event
- Claims must be form unmet storm related needs not already covered by insurance or other public/private recovery assistance
